I am wondering if there are any laws in place that prohibit one person from holding two positions of authority, in order to curb too much control in the area.
For instance if someone were a Guild Master and a Council Member they could not hold both positions.

None at this time. We would generally do our best to not overburden someone like that, if they are the only person who can do the job then so be it.
